Not op, but it looks like a popular image of one of those giant ekranoplans that the USSR designed for anti-ship warfare. And since the USSR is no more, it's turning to rust, somewhere in an ex soviet navy base somewhere. An ekranpolan is a ground effect vehicle.

It's an erkanoplan, and it's basically the closest thing anyone's come to a flying car. It generates enough lift to enter ground effect but not enough to actually take off. It's basically a Star Wars speeder
