I want to start repairing bicycles as a side gig. Do you guys know where I could get tools on the cheap?
I'm Dutch if that matters.

And I've been disassembling bicycles and reassembling them since I was 6 so I know my ways around them.
My only problem with tools is that my father never allowed me to buy specialized tools so I had to make do with wrenches and not much else. I still managed everything but now I want to do it the easy way.

But yeah I do get more punctures during or immediately after a rain, probably because running water can wash small bits of glass across the road surface.
As for what to do about it: if you're getting punctures too often (note that you should rule out other causes first: pinch flats, tire damage, rim strip out of place, etc.) switch to a tire with a tougher casing, and/or one with a wider profile that's going to be less prone to picking up debris.

Being aware of the road surface in front of you and not riding the gutter help reduce flats a lot. Obviously more resistant tires help a lot too. If you just don't want to fuck with it get marathons and pretty much never flat again.

So, I'm completely new to cycling and I agreed to go on a 150 mile ride later this summer with a friend. First off I need a bike, as mine is shit. This Fuji was recommended to me by my local bike shop. Would this be a good option for what I'm doing?

That's not a downhill bike. That's a trail/all mountain/enduro/buzzword of the month bike. Which is fine if that's how you intend to ride, but a downhill sled it is not. Considering you want to be able to ride up hill I'm guessing you don't actually want a downhill bike anyway. IN that case the Norco is probably all good, just needs a dropper post, a thorough check over before handing over any money and to badger him down $200.
