What kind of bike could I buy for around $500-700 that's fast and can ride on gravel/bumps? I'd mainly be riding on it the dike near my place which is rocky. Any tips?
Start by looking at an entry level hardtail mountain bike, or a used quality one. Also, look at gravel races, but realize that's out of your budget.

With that budget definitely go used. I'd say a decent mountainbike with at least deore/xt components should work nicely. If there's a lot of rocks I'd recommend a suspension fork and nice big tubeless tires.

Wow, this is really bad advice! With oil there will be no friction and without friction the brakes are useless!
Much DIY advice is to fill those holes the manufacturers leave in the brake pad with some extra braking compound. Sand and two component glue for example.
Keep in mind that Shimano etc. desperately want your money so they leave those holes in the brakepad to reduce stopping power and increase wear!
