I was thinking of stuff like Neutral Milk Hotel or American Football which we at least believe to be obscure, but I suppose there is a lot of well know /mu/core.

this album isn't /mu/-core because it isn't representative or the kinds of albums championed by /mu/. It can really only be compared to other albums by David Bowie and Brian Eno, whereas /mu/core albums are defined by their influence and direct relations to other music on the board

also in my opinion, this record is just not interesting. It repetitive in an uninteresting way and overall a dull listen. But then, I've never been a fan of the production of David Bowie, so my opinion's probably irrelevant
