I'm not sure to be honest, it was just my first thought when I saw the question. It just kind of sums them up really well I think, I remember seeing the album when I was a kid and just thinking they looked like the coolest fucking people I'd ever seen. I don't like ridiculous overblown covers, I think it's one thing that's always put me off prog rock.
My other choices would be Horses by Patti Smith and Illmatic.

Expanding on this point, as an example - I like Frank Zappa, but that album cover wouldn't make me want to hear the album. It's different and mildly funny, but it tells me nothing about what that album contains, or if it's any good. When I saw Marquee Moon, my 1st thought was "I need to hear that album". Same with Horses, same with Illmatic, and all 3 covers are perfect for their albums.
I guess the most perfect cover/music match is Loveless, where the music actually just sounds like the cover.
