Gonna say now, he may have better songs, but All the Madmen, Width of a Circle and The Supermen are underrated as fuck.
Wild is the Wind is impressive just because it showcases Bowie's god-tier vocal control and the concept of The Thin White Duke well. It's this amazing, incredibly passionate love song, that thanks to Bowie's vocal control he makes it feel completely hollow.
Ashes to Ashes is fucking amazing because of the sheer number of hooks buried into it.
Sound and Vision or Moonage Daydream might be mine.
Station to Station takes its time, but the heights it reaches are hard to surpass.

Cygnet Committee drives on way too long. I know it's supposed to be that way but it just isn't enough when compared to something of equal length like Station to Station, Blackstar or Width of a Circle which is why no one ever mentions it.
I personally like it though and it is definitely underrated, but that's also partly because no one listens to Space Oddity as a full album.
