Because it is?
That doesn't necessarily mean an album is bad.
Not a bad album senpai, just not a floyd album.
Because it's essentially Roger Water's first solo album that would spark the end of success era Pink Floyd.
It's a great album though.

It's one of their best, most heartfelt albums.
Roger Waters was like 80% of the band up until that point. Nick Mason and Rick Wright did nothing too important, and Gilmour had great guitar solos. The concepts, most of the music, lyrics, and singing was done by Roger Waters, and it proved to be their most productive, influential, and successful period
While I like it, there's still something intangible I can't put my finger on that seems missing. Something I think Waters later Pros and Cons of Hitchhiking captured pretty well.

Not their worst, but still, Roger yelling "my dad died, war is shite" for 43 minutes does not a good album make. It's also closer to a Waters solo album than a Pink Floyd albilum, and would have been better off released as such instead of latching Waters' angst onto the band's name.
Maybe my dad needs to die before I can 'understand' His pain, His anger, and His thoughts, but until then, I just don't think I'm going to understand.
