There's really not that much organised stuff out there in terms of SNES development resources, but there's more than enough to get going.
Honestly, you just have to have a reasonable understanding of computer architecture which is probably most easily learned through videos.
Beyond that all there is to do is read through documentation and piece stuff together.
If you know nothing, just start playing around with an assembler and reading through tutorials, you'll probably pick it up pretty quickly.
