All those bands back then were called "hardcore" because the term "punk" was seen as too quaint and out-dated. If you played fast and loud punk but didn't subject yourself to the whole spikes-and-leather aesthetic, they called your band "hardcore" then. I know L.A. is known to have gotten pretty bad back when their streets were flooded with drugs during the same period. I mean street gangs, not mafia.
