You're cannot achieve talent. You're either born with it or you're not. Someone can be a good singer, but would never reach a certain level. You can definitely improve your vocal technique, but you can't get to a ''Plant'' level, because he was born with that unique voice.

I would say people born with unfixable singing voices are the exception rather than the rule. Some have to work harder than others.
Having an awful singing voice doesn't stop you from becoming a great musician though.

It's achievable by anyone with proper control, support, and practice. Being musically gifted makes it require less effort, but anyone, except for those with vocal disabilities, can become a good singer.
Anyone can become a singer if they back themselves up with good music and creativity. That doesn't mean you'll be anywhere near as good as Plant or Mercury. Those people were born lucky. They are physically better geared for singing.
Singing from an early age helps too. If you only started after you reached adulthood, you'll have a much tougher time.
Some people are literally 100% lucky. Nobody will ever sound like Tim Buckley no matter how much they tried.
