Well, it's Steven Wilson doing ambient, if you've ever listened to much by him. On that particular album there's a Robert Fripp soundscape too.
Bits that are a little spoopy sounding (not necessarily in a bad way, though), and the song (and the other version of it) with the Robert Fripp 'scape is really pleasant-sounding, upbeat and atmospheric.
Each of the projects under this name are a little different; Molotov and Haze is another good one, although half of it is noise, so might not fit well here.
You'd have to check it out for yourself.
