All of XTC's albums are an 8.0 imo, with the exception, however, of their debut (6.0) and their follow-up (5.0). That's just my opinion, although it's generally accepted that their first twp albums are their weakest. (Pressured by their label into delivering a certain sound and rushing it).

Frank was pretty anti-drug and anti-hippie so none of his albums are purposefully psychedelic or drug-ish, but check out Trance-Fusion -- it's not what it sounds like, it's a compilation album of just guitar solos and it's got some fantastically out-there pieces on it.
As the other guy said, overnite sensation, OSFA and hot rats are all great albums, if you want to see his more political side check out Absolutely Free, specifically songs like Plastic People and Brown Shoes Don't Make It.
