most importantly, keep the chord structure in mind.
as long as you know what your chordal progression is, you can go ahead and write multiple melodies over top.
*also, when one melody goes up --- make the other come down. or, be aware of the harmonies if they are traveling in the same direction. contrary motion is always favorable.

depends on how far through puberty you are. men someimes continue puberty through their early 20s, so you may gain some notes on the low end!
you can work on your falsetto, at least learning where your voice breaks so that you can better control your chest vs falsetto.
dont' worry about range so much as breath control, vibrato, and finding material that fits your voice!! work with what you HAVE ALREADY --- don't get upset with notes you CANNOT hit. and just adjust any song's key to where you feel comfortable!!!

oh man, it depends.
most schools are focused on OLD SCHOOl shit (like the classical stuff). these are fine if ou want to join a symphony, opera, etc.
other schools are NEW SCHOOL (like berklee in boston) which can teach ou about modern music business, songwriting techniques, publishing, etc. this is good if you want to work in POP music...
still other schools can teach ENGINEERING or PRODUCING (like full sail, recording workshop, etc) which are good if you want to do live sound or studio work.
just make sure you get into the KIND of music school that will help you with what you ULTIMATELY want to do in music!!!

well scarlatti is going to present some challenge to someone who is only 2 months in. czerny is good. i would instead look for some SONATINAS not SONATAS -- they 're intended for beginners. there are many great ones out there, and you can get compilation books of sonatinas by various composers like Gurlitt, Clementi, etc.

funding? It's pretty common for school boards, at least in America, as far as I know, tend to put the arts on the back burner. Athletics and STEM are usually a higher priority. Music production lately have become more of a DIY thing. Bands and choir still have their importance - teaching discipline, music theory & appreciation,and etc; if you think about it, schools aren't quite ready to remove teachers with seniority which a lot of band directors have, so schools are kind of stuck with that until that person can retire (though, often they hire retired directors).
I went to a private high school with some generous donors, and a few years after I graduated, they had set up music DAW classes as an elective, along with programming/coding. The public schools, even the nicer ones, are pretty behind on integrating technology on classrooms (hopefully it's improving at this point, but then again, our shithead of a governor haven't bothered with the budget yet).
I think the band and choir groups are still small/relatively unpopular though.
