Because having access to a divine state of consciousness, whether through actual religion or non-religious means, is a necessary step in invoking passion, and subsequently music. Staunch atheism is completely closed off to the process of passion and can only aspire to Voltarian technical dick measuring at best, which is why Tool has such an awful fanbase
