Noise literally does not classify as music. If it did it wouldn't be called noise. It's more audible art than music. Not really for listening, just to emote concepts.
Noise is not music, and this is coming from a noise fan. Music is a discipline separate from Noise. Noise is actually closer to visual arts. It's like the sound equivalent of post-Kandiskian visual arts. It has a lot to do with visual syntax and it's more closely related to futurism and dada than it is to any musical school.
Music is not Noise and Noise is not Music. Different disciplines, both great, but not exchangeable, and you should definitely never judge one with parameters that belong to the other.

Neither that question nor any potential answer to it have been relevant in discussion of noise for decades now.
Plenty of noise artists don't consider noise to be music. Saying that noise isn't music in a discussion with any devoted noise listener or artist will only elicit shrugs. It's a total non-issue.
