I'm wondering the same thing, I've heard people talk about how the topics in devil shyt were an offshoot of the 'Italian crime lord' persona, that was popular for rappers to embody/make albums from the perspective of, in new york at the beginning of the 90s-mid 90s.
It probably has something to do with playing a character/making music from the perspective of an outlaw/a similar kind of escapism, but I'm not really convinced that music like old 36 and tommy wright could become popular without there being more context than that.
