IR is a mid tier Radiohead album IMO in part because it lacks the fire from the era you mentioned, but at the same time their songwriting was never tighter and their synthesis of rock and electrionic elements never more seamless. I think all the intrigue lies in the energy and dynamics of the strings, not to mention this is probably one of Thom's clearer paranoid rantings. There isn't much of a progression in the typical sense, though there is some playfulness in the second verse; the strings get more conventional in the first half and the electronic grooves switch it up a bit in the second half. By and large though it is pretty static but I don't think the song suffers for that.
Drums are awful on this track, it sounds just like a flaccid electronic beat.
