Most likely, three bedrooms is synecdoche for the whole mcmansion, which could be either figuratively or literally ablaze, but the whole stanza appears intentially ambiguous in that regard.
She, the cop, the previous owner of the house, installed some underpriced solar panels, so they could have malfunctioned setting the house ablaze, or the house could have been seized by a party of looters in a post oil apocalypse who thus party, setting the house figuratively aflame. My impression is that the antagonist is the police officer futiley attempting to fortify his mcmansion after economic collapse only to have it seized by our anarcho-capitalist protagonist mr. mc ride.
