Yes. Technicality requires composition, which jazz doesn't have. Improvisation does not allow for the amount of deliberation that could enable technicality. Jazz can only be slow or fast; the actual notes played are too hit-and-miss for anyone but a jazz fan to see structure in them. Transcribers and so on will then claim to see patterns in jazz playing, but those findings will be retrospective -- they will be named and defined post factum, to describe whatever sounded regardless of whether it made melodic sense.

Jazz 'composition' is the musical Texan sharpshooter fallacy; the performers play whatever, the politically motivated critic defines the numerical relationships between notes that were played, other players imitate it, the public convinces itself that they sound good, the cycle continues.
