When you say "musical content" I am going to assume you mean production and lyrics. Those are going to be my rebuttal points.
I don't think your subjective interpretation of the production being underwhelming is relevant mainly because of how its structured. I had to listen to the music a few times to really understand how it was being structured and how the spoken word parts were being used to introduce songs/concepts. I think these were very well done imo because they are mainly free associative and remind me of beat poetry which is both true and lived instead of having to focus on the mechanical aspects of poetry. I think if you can relate to what she is speaking of (regardless of race, although that would help elucidate a lot of major points) you can definitely "feel" it more.
As far as lyrics, I think they were tastefully done. I like beyonce's minimalist approach. Although she probably only co-wrote most of these songs they are written to be inclusive and crafted to the point where nothing can be taken away. The lyrics hit hard and accomplish they job in their brevity which to me is an element of good song writing.
Also important to note, some of the more pro-black songs on the album have very interesting sample choices. I think these are even more worthy of exploring because it connects the culture of blacks in entertainment to the subject matter of the album. Notable samples come from Outkast, Soulja boy, The Weeknd and the dream.

She (or whatever consensus group is behind this album) really really tried to produce hypeable, culturally relevant, challenging pop music. That intention is made very clear. It's a pretentious albums full of ideas (musical and not). It sounds cramped rather than complex. It's interesting at its best and unremarkable most of the time, innofensive as fuck. I don't like the way Scaruffi uses this term, but it's totally applicable here: this is the best muzak album of 2016.

Lyrically, it was p. interesting/good, but I wish the music had the same kind of ferocity as Bey's singing. Only the melancholic parts felt musically melancholic? I liked her last two albums way more. This was worth watching/listening to, but I'm never coming back.
