imo he's a (decent) singer songwriter making average length songs featuring guitar/his voice/drums and electronic elements

in the age of merzbow or that crazy Japanese motherfucker who beats an 8 string ukulele and screams unintelligibly, idk if the above quite qualifies as experimental. those are extreme examples but look at the kind of experimentation GY!BE has done with the form for example without the same kind of horrifying results achieved by merzbow

or what about artists who break away from the lyrical emotional myopia of artists who are literally only capable of singing about how sad they are? mr xui is shamefully guilty of this cliche IMO

i understand where you're coming from and i can definitely see how he'd be thought of as a novelty act but when you get away from the presentation and more about the melodies and how he achieves it with all the diverse instruments i think its really cool.
and the thing about the album cover is pretty weird but i think its just part of his filthy-guilty-sad aesthetic and i think it adds another dimension to the album.
but ye maybe im over thinking it
