I find Interpol a lot more appealing than Wilco.
Interpol is a band I can still listen to, the music has grown with me and I don't feel that I've outgrown it as I have with an act like The Killers or Arctic Monkeys. Never listened to wilco though due to lack of interest.

People have their opinions but Interpol is just boring. Nothing sticks out in their music. No catchy melodies, no outstanding musicianship, no novel ideas, and bad lyrics. Just "dreamy" and "hard" guitars that lose their luster not even halfway through the album and an Ian Curtis impression.

They are capable of giving it a 10/10 but in my opinion, that wouldn't be right. As I stated before, a rule of art is that next to none of it can be perfect, one can really like so that it seems perfect. But if it actually is perfect, then it ceases to be be art. One can rate a work 1, 5, or 9 without consequence, but a 10/10 makes a very big assumption, whether the rater realizes it or not, that the work in question fulfills all the requirements on what music should be and can't be improved in any significant way (Except in rating inflation cases where people say "11/10", statements that are invalid and indicative that they didn't really think the work in question was a 10/10), something which I believe is false, no matter subjective quality.
Of course, all this is barring Avril, a particular anomaly in the world of art
