It's not their best album because OK Computer and Kid A both flow better and have better songs. In Rainbows and Amnesiac are both consistently at a higher level too, and more inventive IMO.
The Bends is still great though and easily the Radiohead album I go to in social situations or when other people are around. Everybody loves it and I love the band so it's all good.

I agree that Kid A flows very nicely. Never could get into OK Computer or Amnesiac though. I will agree it may not be their highest creative peak but imo it's the most enjoyable of their albums without having any mediocre moments like Pablo Honey or TKOL

TKOL is a really underrated album. Beside little by little and magpie, it could be a perfect album. Separator is one of Radiohead best song.

I think the difference is where Radiohead feel like they deliberately trying to create a Great Album on OK Computer, on The Bends they feel like they're just doing some cool alternative rock tunes and are sort of full of that energy. It goes through a few more moods outside of constant oppression and cloudiness than on OK Computer I think, so yeah I get what you mean.
