You're halfway right, but glam rock was more or less a return to the jangly rock before psychedelia and folk took over, so when it came around that, coupled with the performance aspect of the artists, shaped it into a distinct scene.

Glam also tends to hearken back to early pop rock by often featuring an orchestral backing to make it sound distinct from your general rock and roll.
