New York is definitely underrated but I don't think it's better than transformer, maybe some of his stuff with VU is better. New York is a great album though, impressive he could release something that good so far after his 'prime'

Berlin is his best. As for Transformer goes, many of his other albums from the 70's are better. (Coney Island baby, street Hassle, The Bells)
And of course Lulu and the Blue Mask.
