Yes, just go to options and select "share folder" and pick a folder you want people to be able to download. Once you've done that you can search other people's libraries and download whatever you want.

Downloading an album/song from an album, checking to see if it's a transcode/fake and then getting a different download takes far less time than maintaining a ratio. Plus slsk has a wide range of stuff. Nothing wrong with using a combination of places to get music, it's just another option.
