The scene didn't exist until the eighties, (Cui Jian, considered the father of C-Rock, is only 54) so there's really not that much in the way of true classics yet. They don't exactly do record sales in the land of piracy, so everything is still club-based (or, more recently, festival-based), even the labels.
Anyone signed to Maybe Mars (indie label started by Michael Pettis, American financial writer and Beijing club big boss) is worth listening to:

Especially P.K.14, Carsick Cars, and Snapline. They're huge.
Hang on the Box and Bad Brains are punk staples, and New Pants and Hedgehog come to mind as well.
Tang Dynasty (metal) and, of course, Cui Jian are some noteworthy old-timers with roots in the eighties, when the only way you could hear rock was by knowing a guy at the embassy and smuggling cassettes in your pants.
You listen to that handful of acts, and you'll know more about Chinese rock music than pretty much anyone in China. The government really doesn't care for rock music unless Budweiser wants to sponsor a festival.
