So here's the thing about that.
He was almost done with Time II supposedly, when he started getting DMCA claims on his own youtube videos on the Wintersun channel, as well as getting funds stolen from online sales.
He investigated, found out it was a Nuclear Blast company, and they do this shit all the time.
So out of spite, he is now taking fucking forever, crowdfunding for a sauna, and just in general being a lazy douche about it.
That said, the album is almost done afaik from his social network posts.

The big problem with metal is that the arrogance and elitism of its community gets increasinly reflected in the music, those cringey metalheads that spam youtube comment sections will eventually go on to form bands and do the same thing that has been done over and over already with superficial lyrics about hate and being misunderstood and outsider to society that other metalheads are going to jerk over again. Truth is that in order for a genre to survive and thrive, it needs to progress, and in order for progress they need to accept inspiration from other genres. Metal is too self contained to progress any further. It has been around for 50 years now and there is not much left to experiment with, new bands are just circlejerking and paying tribute to other metal bands.
The best bands go beyond the genre that they represent, that is also true for metal. Take Agalloch for example, imho one of the best metal bands out there, they go beyond metal to get inspired, namely by accepting tropes and conventions from the post-rock genre and merging with it, and their music is pure wonderful.
