Yep, Depeche Mode takes the cake. New Order is also up there, but their lyrics are so god damn awful that it bumps them down a notch. Maybe Duran Duran and Tears for Fears if you ignore some of the later stuff. There's also INXS if you want to count them as new wave.

Depeche Mode heard Joy Division and thought "if we take the style, but water it down, and then remove all the substance, we'll be able to sell a lot of records".
Then Trent Reznor heard Depeche Mode and thought "this style is really cool, though it seems watered down. And the music has no substance... what if I give it substance and make the style more powerful?" and then he started Nine Inch Nails.
