Have been in both places but more in Madrid, what I saw is Madrid jazz > Barcelona jazz, not in quality, the level is the same in both places but in quantity, Madrid have like hundreds of pubs with concerts and jam sessions every night. The problem is that most of the clubs are small and inaccessible for the common tourist, you have to know someone living there to get into the musical scene. (Not only in jazz, that happens in almost every genre).
