A guy on What.CD has said he works for a company that represents Tidal and a friend there said Tidal had no idea when Kanye was releasing the album. This was on Thursday of last week. The guy seemed respected. He might of been lying, but he was right about his friend saying the album would "probably" drop sometimes over the week, which it did.
