"Pop" is a genre of music. Just because a song is popular doesn't make it pop music. And on the other hand, not all pop music is popular. It's about making a sound that is easily accessible and catchy enough for mass appeal. Similar to how not all indie bands are on independent labels. The genre names take a shape of their own.
