I think another problem is that the janitors, who are at the low end of the totem pole and are made clear of this constantly, are the only ones that are board specific, the mods themselves moderate the entire site and there for do not always understand the different cultures of different boards and think just because shitposting is perfectly fine on one board it is on all, or just because their board are autists that hate all tripcoders all boards are like that.
