this is something that confuses me a bit

everyone knows about the black frame, so why don't they just sell these bootlegs in a new cardboard sleeve with correctly framed cover art (really thin black frame with scratch)

because if they started doing it right, it wouldn't be a bootleg anymore - ya get me?
even if they fix that, there's going to be other identifiers that it's a bootleg. so they fix more of those. then people notice the sound quality is off. they fix that. next thing you know it's a legit release.
but they're not people who put out legit releases, they're bootleggers. they halfass shit to push it out real fast and make a quick buck.
