Yes, but they took it in a completely different direction. It's groundbreaking in the sense that while it may not have matched the greatness of earlier post-rock and post-hardcore albums, it took both genres and made them into something completely original.

it's basically like the next step in post punk. by mixing aggresive hardcore and punk timbres with more advanced composition techniques than most post-punk bands were doing they made something unique. along with predominantly spoken word vocals and stark lyrics, it is a very likable combo. is it post-rock? is it post-hardcore? is it math rock? who cares. that's why people like it

If you don't love it that's fine, but I would say that it is a fairly ground-breaking post-hardcore album. Slint added more atmosphere and length to the sound of bands like Fugazi which was substantially new for 1991 terms.
