I think sadness is the easiest feeling to convey through music, and it also makes for intense and complex instrumentation
Happy songs are usually upbeat pop that gets old really quickly.
Also, when you feel sad listening to sad music gives you some kind of comfort in that you realize you're not the first to feel these feels.

I think that music and other self-expressive artistic mediums are ways that if people want to experience sadness through something, the best way to do it would be through that. If people want to experience emotions like happiness for instance, most of the time people would want an activity where they could experience it first hand, versus sadness in music would be experiencing it second hand through somebody else's expression of it. This goes for other negative emotions as well. Some activities are better for experiencing different emotions than others (confusion: solving a puzzle, challenge: playing a game or sport, etcetera).
