My favourite current folk artist and just artist in general is Shakey Graves. I've seen him live three different times and I've been blown away every time.

freak folk is quite broadly defined, roughly speaking all you really need is bizarre or unconventional lyricism/instrumentation and a psychedelic edge
a lot of the more traditionally folk-based neofolk artists fit these criteria and so are also categorize-able as freak folk
artists like in gowan ring, and wovenhand and neutral and so on
