Well firstly, even though it's my least favorite, you should listen to his debut for at least a couple songs. It's worth seeing where he started.
Young Americans is very nice, but the transition into Station to Station is even better.
The entire Berlin Trilogy is god tier.
Scary Monsters is the last good Bowie album in a while, so cherish that.
Tonight is not as bad as people say.
Outside is pretty good, but very long winded.
Don't listen to anyone who will tell you otherwise, Earthling is mediocre.
Heathen and Reality are refreshing as hell- very strong comebacks.
The Next Day is his best since Heroes.
Blackstar is god tier Bowie.

The only thing bad about Tonight aside from the glossy production and Bowies weaker than average singing is the cover of God Only Knows.
The songs themselves, even the other covers, are very good. Loving the Alien, Neighborhood Threat, Blue Jean, Tumble and Twirl, and Dancing with the Big Boys are good.
