Honestly, the instrumentals on side 2 just aren't as memorable as anything on Low, and yes, it is worse for that context.
As for side 1, the only song on it that is truly memorable for me is Heroes. The rest kind of fades into the background. Still a solid record, but Heroes is clearly head and shoulders above the rest of the album.

I can see why- Low prefers its songs to be shorter, less fleshed out, while Heroes prefers to stick to standard pop songs.
For me, every hook on side 1 of Low is just infectious, and side 2, particularly Subterraneans, is, for my money, Eno's best electronic work.

Art Decade is great and Subterraneans is great but the rest of Low disc 2 falls pretty flat. Side B of "Heroes" sounds way more refined although the sound quality is worse. Just compare Weeping Wall with Moss Garden or Neuköln.
Also side A of "Heroes" is perfect. Literally the best A side of any record except Tago Mago, the title track isn't a standout at all.
