I don't really disagree with your overall point but I'll play devil's advocate here
You could argue that the general rate of quality has decreased because:
-There's less of an emphasis on albums as coherent pieces of art, more focus on singles and mixtapes, in this sense we've regressed to a pre-60s music industry. Which isn't to say you can't have decent music, but we will see less great albums.
-There are obvious benefits to music production with computers, but one negative is that there is a lot of amateur crap out there being made by people who wouldn't have had access to real recording equipment before. The computer can be a powerful production tool but most people don't know how to use it well and end up with something really uninteresting.
-The internet allows people to release their work to everyone instantly. Again, this can be a good thing, but when so much of it is bland, poorly produced ambient, bedroom folk/pop, etc., it makes it tougher to find the really good stuff. Back then, a band would slowly hone their skills/style in relative anonymity for months or years before releasing a proper album, now they often do it way too soon and predictably, it sucks.

But I don't think experimental and innovative are the same thing. Maybe avant-garde is more appropriate, but either way it's a jazz sound that draws from experimental/Free Jazz genres, and the scales used are pretty distinct and unconventional.
