I used to think my music was terrible even after years of doing it (been doing it for 7 years+) so I never let any of it out until one day I decided to let my friend hear some and he liked it and then when I let other people listen to it they said it was good as well so my confidence gradually went up and what I once thought was horrible now didn't sound so bad to me.
Point is, it's a matter of taste for listeners and for the creators it's mainly a matter of how confident you feel about it, because there will always be someone who will hate it and someone who will like it.
