It's honestly the only good song Drake has ever made, and the culmination of his artistic talent.
He rapped but was never a good rapper, he sang but was never a good singer, he preached the whole sadblackboy aesthetic but never sounded sincere or emotionally revealing, yet with "Hotline Bling," he actually manages to focus his mediocrity in all three aspects of his previous music to create something which ironically stands as his best, most representative work to date.
