Seems like he brought the tempo and pitch up, then he just chopped it, you can hear each trigger if you listen close enough. He does like two of the beggining part then you hear Lykke Li go "If only you love me a little bit" then after that when he starts rapping he uses chops of the song to carry the beat while he adds his own drums, actually on part like the hook he uses the "if you love me a little bit" chops again.

It depends on what kind of music you're trying to make.
If you have no experience sampling at all then it would be best to illegally download a DAW and practice with that until you become more sure about what you want to do. For some things a DAW is all you need but you might end up finding it easier to get a hardware sampler like an MPC, Maschine, sp 404sx, ect

If he had used the original song's audio then he would have sampled that song. Since he replayed it he didn't. Artists do replays all the time so that they can use parts of other songs and don't have to pay copyright.

Replaying a part of a song into your own song and sampling audio are two completely different things.
The main difference being you can own your own audio, but you can't own a sequence of notes. You can sue for one but can't really sue for the other unless it's like a blatant rip off.
