there are literally hundreds of garage rock bands from the 60s that sound like this though. if all that it takes to be shoegaze is a lo-fi recording with a little reverb and distortion then you could probably find a song a shoegaze song from every garage band in the world.
Tbqh I'd say Tomorrow Never Knows is the best example of proto-shoegaze from the 60s. Fits the criteria the most imo
