Bowie being in the middle of a scene and pushing it towards its logical apex is a different thing.
If anything is a knockoff its the berlin trilogy, but even thta is more of a mixture or adaptation than straight appropriation. Motorik drum lines and synth effects weren't exactly new, but in the late 70s, Bowie was completely sui generis. The big albums were either by Pink floyd or in the opposite direction with punk. Bowie was kind of doing his own thing in europe.
And lodger, lodger just sounds like Bowie singing over Eno songs
