I'll tell you what went wrong with Blink and why Tom wasn't in the wrong.
As Tom said, there were various causes. in 2012 after the complete fuck up that recording neighborhoods was blink went into Tom's studio to record the ep. They all agreed to give it their all, but Tom was dumped all the work. Travis and Mark came in for a week to record bass/drums/Mark's vocals and then fucked off. for the next month all the work was left to Tom when it came to mixing the songs and putting them together.
for the past 2 years they've been working on a record label they all like and they signed one in december 2014. Now in 2013 tom signed a bunch of contracts with graphic artists, authors, labels, etc on his book and animation series, along with Angels and Airwaves putting out new music. In january 2015 blink handed Tom a 60 page contract saying that he had to be at x to record this and that with out any say in the matter. No only that but the contract forbided him releasing his side projects like the books and angels and airwaves. Tom wanted to back out of the album recording process and wanted Mark and Travis to know that he could work around when he had spare time but the album would be done in 2016. But Tom's manager fucked up and it acted as if he was quitting/taking time off.
tl;dr Tom had contracts to release books, movies and Angels and Airwaves but blink 182's lawyers forbided Tom to do that so he is taking time off to finish his side projects before he commits to Blink.

What happened was is that Tom wanted to opt out of the 6 month deadline for the album but his manager said "he was out" so the band members didn't really have a definite answer whether or not he doesnt want to do the record in 6 months or if he is quitting. Also, I'd like to remind you that since returning back, Tom has done all of the mixing and putting together of neighboroods and dogs eating dogs as well as majority of the writing. The fact that he's putting out multiple books, new ava music, a solo album, a movieand comics is a huge workload. Not to mention that he has been doing all of this and has started a media company in the two years they've all been searching for a record deal that works with all of them. He has contracts with numerous people to help produce all of the work I listed and the fact that blink is dropping a new contract on him saying that he cant do that work, plus the 6 month deadline cant work with Tom so he's taking time off while they work with skiba to produce this album. (that's taking it's time.)
