idm the genre was invented by the american media, idm as a scene implies warptronica, early 90's acid house/ambient techno fusions, bleep techno, warp's AI series in general etc. it's also known as electronic listening music but the idm tag got more popular because that's what it's mailing was named like in 93.
you can argue whether it is a genre or not but it definitely was a scene.

but if you're talking about the rhythmic yes they're quite similar, except that there is much more rolls, little fills and swing (talking about the "swing" parameter on yer drum machine) in house IMO. also there is much more sort of broken techno type nowadays, a la Surgeon, Reeko etc, and there the difference of rhythms between house and techno become much more evident.
