My guess is that it's folk music mixed with noise and electronic elements and weird sounds. Sung Tongs, Here comes the indian and Feels are Animal Collective's most freak folk albums. However, folk music is not really a genre since "folk" just means that it's traditional music for a specific country. American folk sounds different than swedish or south african folk music for example. But the general consensus is that freak folk relies heavily on acoustic guitars, like american folk music and on native american (or other "nature cultures") elements like tribal drums and chants. "New weird America" is another genre that's close to freak folk.

AC is not the most prominent freak folk band since they havent done anything freak folky since Feels. Other more prominent artists are Le Loup, Devandra Banhart, Emperor X, Lord Huron, Hear Hums, Akron/Family, The Dodos, High Places and many others.

Yeah I would say they are. or psych/freak folk. I really think the genres freak folk and new weird america are hard to define though. I mean Devandra Banhart are considered to be some kinda father of the genre (according to some music journalists) but his stuff sounds nothing like Animal Collective or Hear Hums or The Dodos.

Has anyone heard Rusty Santos' albums? He's pretty obscure and hard to find though. He mixed and produced Sung Tongs and I would really say that he's the third member of AC on that album. That whole "thin" guitar sound on Sung Tongs is sorta his trademark. He's made a song called Nation that could just as well have been on Sung Tongs. I can't find anything on youtube though. But I guess his stuff is freak folk. Try to look him up if you got the chance.
