I'll dispute anything on general principle, but if there's a "best radiohead album" with any consensus backing it up it's probably OK Computer
I think there's a good case to be made for Kid A, though. People were pretty shocked at it when it came out, but I think in retrospect it's shown to be a highly influential album and fits pretty nicely in both Radiohead's arc as a band as well as general trends in indie/alternative rock (or whatever you want to label shit)

Kid A is one of the great albums from the 00s. Not one of the bests, just greats. Definitely not average.
As for OKC, I still need to listen to it more, but it seems to be it's pretty "creative" for it's time.
