It's Hidekazu Yukawa, Senior Managing Director of Sega during the Dreamcast era.
That specific image is from What's Shenmue?, a special premier disc that was packed with the pre-order for Shenmue as well as given away at certain locations.
The game functions as a kind of demo for the game, where the main character must find Yukawa. At the end of it Yukawa wakes up, the demo being just a dream, surrounded by Dreamcasts.

If you're a fan of classical music combined with electronic elements, then you should definitely check out Susumu Hirasawa.Man has huge discography, it wasnt hard for me to get into his music but thats probably because of the Berserk soundtracks he made.
Another one i can think of is Chu Ishikawa, altho he makes more kind of industrial/noise
music, mostly know for producing the soundtracks for Shinya Tsukamoto's movies.
